IRI Host Roundtable on Democracy in Somaliland

On June 2, IRI hosted a roundtable discussion regarding democratization process of Somaliland. Topics discussed ranged from the recent presidential elections and legal challenges that ensued, to concrete recommendations organizations like IRI can employ in encouraging a culture of democracy. A diverse group comprised of native Somalilanders, academics, policy experts and democracy & governance workers provided spirited and engaging dialogue. The overall mood of the panelists and participants was optimistic and supportive of the democratic initiatives the people of Somaliland exhibited in their transition from a clan-based society towards a democracy, a unique endeavor in the often turbulent horn of Africa. While the journey has been noble, and internally driven thus far, potential roadblocks exist that Somaliland must address, namely a growing khat problem, HIV/AIDS awareness, the need for constitutional reform and power sharing within the government.

Moderated by Dr. Ahmed Esa, the director of the Institute for Practical Research and Training, the roundtable featured three keynote panelists: former ambassadors Lange Schermerhorn (Djibouti), David Shinn (Ethiopia) and John Prendergast, co-director of the Africa Program at the International Crisis Group. IRI’s Africa Regional Director Jeffrey Krilla opened the session, and program staff Frances Naiga Muwonge and Ann Wang also took part in the proceedings. In addition, Tony Boylan, IRI’s Liberia country director who conducted communications training in Somaliland for the political parties in March 2003 also gave his perspectives.
