Legislative Reform Laws Adopted
May 24, 2004
May 13 – The State Great Hural (SGH) of Mongolia officially approved into law the draft amendments on Parliamentary Law and Parliamentary Procedure Law, with support from 83 percent of the Members of Parliament. The legislation will introduce the most sweeping changes to the Mongolia’s legislative process since the early 1990s when democracy was first introduced in the country. The new legislation provides that each of the seven standing committees in the SGH will have its own independent committee rules, staff, and budgets. This, in turn, will facilitate efforts to organize public committee hearings, which are still very rare in Mongolia. This is a great achievement in the democratic process of Mongolia.
IRI Mongolia has been working closely with the leadership and key members (Chairman of the State Structure Standing Committee Demberel) of the SGH for nearly two years to pass these bills.
