IRI Trains State Great Hural Committee Chairmen and Members

IRI recently sent U.S. Congressional staffer, Kenneth Kraft, to Ulaanbaatar to train State Great Hural (SGH) committee chairmen and members to conduct open committee hearings. Kraft is currently the House Appropriations Committee Counsel and Legislative Director to U.S. Rep. David L. Hobson (R-OH). The training will complement parliamentary procedure legislation, passed earlier this year, that IRI helped draft as part of an IRI-SGH Joint Working Group. The training will focus primarily on drafting committee rules, setting agendas and budgets, and working with professional staff.
In addition, IRI and the Konrad Adenour Foundation will host German MP Manfred Grund of the Christian Democratic Union Party to train newly elected MPs on governance practices, consensus building and debate techniques. Since the SGH is almost evenly split and over half the MPs are first-time legislators, IRI hopes that this training will help MPs build a strong legislative foundation for the next four years.
