IRI Hosts Conference on Reforms in Russian Local Governments

December 18, 2003 – Following important new legislation that reformed Russia’s system of local government, IRI conducted a two-day national conference entitled “Local Self Government, Federalism, and Municipal Development under New Legislation.” The conference brought together 150 representatives from regional and municipal government in addition to several federal officials. The attendees discussed the issues that led to the passage of the October 2003 law and how the legislation would affect Russian federalism. IRI plans to print a book based on the minutes of the conference to distribute to local and regional government leaders throughout Russia.
