MSNBC's Andrea Mitchell Reports
[included only the portion of the transcript that deals with NGO Crackdown in Egypt]

ANDREA MITCHELL: I wanted to quickly ask you about our election monitors from both the National Democratic Institute and the Republican Institute who were there in Cairo. This threat from Egypt to charge them actually with crimes, actually, which the secretary of state says is putting at risk a billion and a half dollars in U.S. aid to Egypt. What is happening in Cairo?

AMBASSADOR SUSAN RICE: Well, Andrea, we have been clear that these American and international NGO workers did absolutely nothing wrong. They are doing what they do all over the world every day, which is impartially support civil society and democratic development.

We think it's vitally important that the Egyptian government allow these people to depart and drop these charges so they can come home and rejoin their families. This is a very serious issue that is -- has real potential negative implications for our bilateral relationship in all of its aspects including, as Secretary Clinton said, our assistance relationship.
