IRI’s programming in the Maldives began in 2018 through an election monitoring partnership with the country’s largest local CSO, Transparency Maldives (TM). In the months before the 2018 presidential election, TM successfully recruited and trained a network of more than 300 volunteers as short-term observers, which then carried out a comprehensive independent observation on election day. TM’s efforts provided the only independent confirmation of the opposition candidate’s victory before preliminary results were announced by the Election Commission. 

IRI supports the development of democratic governance in the Maldives. At the national level, IRI is implementing a rapid response program to provide immediate technical support to President Solih’s executive team during its critical first year in office. The program seeks to improve executive branch engagement with civil society and includes anti-corruption training and capacity building in areas such as executive management and communications for senior staff in the President’s Office. At the subnational level, IRI is supporting local officials from across the country through training and capacity building in best governance practices.
