Timothy Stoutzenberger has been the Resident Program Manager for Ukraine since 2022. In this role, he oversees development and implementation of all field programming, provides strategic leadership for the portfolio, and manages IRI activity leads. Timothy has been with IRI since 2020, first serving as the Program Officer for Ukraine in Washington, D.C. where he managed administrative services and led the HQ team.
Timothy began his career in journalism, producing content for international audiences and managing global technical operations over a six-year span with CNN. Prior to joining IRI Timothy supported security and development programming for Caritas Switzerland at their Western Balkans office in Sarajevo and worked on institutional reform in Eurasia for the Council of Europe’s Pompidou Group, which included Temporary Duty to Ukraine in 2015. He has a research background in transnational crime and global security.
Timothy holds a master’s degree in international relations from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a Bachelor of Arts in Media and Communications from the Catholic University of America. He also has a Certificate of Advanced Study in Post Conflict Reconstruction from the Institute for National Security and Counterterrorism.
