Washington, DC – Ethiopia will hold elections for the House of Peoples’ Representatives and regional councils on June 21. The International Republican Institute (IRI) and National Democratic Institute (NDI) are conducting a joint limited election observation mission to provide the citizens of Ethiopia and the international community with an impartial and accurate assessment of the election environment and offer constructive recommendations based on international and regional standards for democratic elections and consistent with Ethiopian law. Due to the constraints imposed by the global health crisis, the mission is being conducted using systematic remote engagement in accordance with the precepts set out in the Declaration of Principles for International Election Observation for independent impartial assessments and regional instruments to which Ethiopia is a signatory, including the African Union Declaration on the Principles Governing Democratic Elections in Africa.
This Election Watch (found here) is a follow-up to the NDI/IRI Virtual Pre-Election Assessment Delegation (VPEAD) report released May 13 that offered analysis of the pre-election environment and preparations for the elections. The VPEAD press release and report can be found on NDI and IRI web sites respectively. This update is based on in-depth virtual interviews conducted from April 26 through May 31, 2021, with a wide array of key electoral and political stakeholders, including senior representatives of the National Electoral Board of Ethiopia, government agencies, political parties, civil society organizations, media, citizen election observers and the diplomatic community, as well as drawing upon both Institutes’ expertise and relationships in Ethiopia. In light of the mission’s virtual methodology, the scope of our observations is limited, and our reports do not draw conclusions on the overall election process.

ኢትዮጵያ ሰኔ 14 ቀን የህዝብ ተወካዮች ምክር ቤት እና የክልል ምከር ቤቶች ምርጫ ታከናውናለች። ኢንተርናሽናል ሪፐብሊካን ኢንስቲቲዩት እና ናሽናል ዴሞክራቲክ ኢንስቲቲዩት የምርጫውን ስነ ምህዳር በተመለከተ ለኢትዮጵያ ዜጎች እና ለዓለም አቀፉ ማህበረሰብ ከወገንተኝነት የጸዳ እና ትክክለኛ ግምገማ ለማቅረብ እና ለዴሞክራሲያዊ ምርጫ የተቀመጡ ዓለም አቀፍ እና አህጉራዊ መስፈርቶችን መሰረት ያደረጉ እና ከኢትዮጵያ ሕግ ጋር የሚጣጣሙ ገንቢ ምክረ- ሀሳቦችን ለማቅረብ ውስን የምርጫ ምልከታ ተልዕኮ በጋራ በማከናወን ላይ ይገኛሉ። በአሁኑ ወቅት ያለው ዓለም አቀፍ የጤና ቀውስ በፈጠራቸው ውስንነቶች የተነሳ ተልዕኮው በመከናወን ላይ የሚገኘው ገለልተኛ እና ከወግተኝነት የጸዱ ግምገማዎችን ለማከናወን በዓለም አቀፍ የምርጫ መታዘብ መርሆዎች ድንጋጌ (Declaration of Principles for International Election Observation) በተቀመጡት ደንቦች እና በአፍሪካ ዴሞክራሲያዊ ምርጫዎች የሚመሩባቸውን መርሆዎች የሚመለከተውን የአፍሪካ ህብረት ድንጋጌ (the African Union Declaration on the Principles Governing Democratic Elections in Africa) ጨምሮ ኢትዮጵያ በፈረመቻቸው አህጉራዊ ሰነዶች መሠረት የርቀት ተሳትፎ ዘዴን በመጠቀም ነው።
ይህ የምርጫ ም ሂደት መከታተያ ሪፖርት (እዚህ በ አይ.ር.አይ ድረ-ገፅ ላይ እና እዚህ በ ኤን.ዲ.አይ ድረ-ገፅ ላይ የገኛል) ልከታ የቅድመ ምርጫ ስነ-ምህደሩን እና ለምርጫው የሚደረጉ ዝግጅቶችን የተመለከተ ትንተና ከቀረበበት እና ግንቦት 5 ቀን ከወጣው የኢንተርናሽናል ሪፐብሊካን ኢንስቲቲዩት/ናሽናል ዴሞክራቲክ ኢንስቲቲዩት የርቀት የቅድመ ምርጫ ግምገማ ልዑካን ቡድን (VPEAD) ሪፖርት የቀጠለ ነው። ጋዜጣዊ መግለጫው እና ሪፖርቱ በተመሳሳይ ቅደም ተከተል የናሽናል ዴሞክራቲክ ኢንስቲቲዩት እና የኢንተርናሽናል ሪፐብሊካን ኢንስቲቲዩት ድረገጾች ላይ ይገኛሉ። ይህ ወቅታዊ መረጃ ከሚያዝያ 18 እስከ ግንቦት 23 ቀን 2013 ዓ.ም. የኢትዮጵያ ብሔራዊ ምርጫ ቦርድ ከፈተኛ ተወካዮችን፣ የመንግስት መሥሪያ ቤቶችን፣ የፖለቲካ ፓርቲዎችን፣ የሲቪል ማህበረሰብ ድርጅቶችን፣ መገናኛ ብዙሀንን፣ የዜጋ ምርጫ ታዛቢዎችን እና የዲፕሎማሲውን ማህበረሰብ ጨምሮ ከበርካታ የተለያዩ የምርጫ እና የፖለቲካ ባለድርሻ አካላት ጋር የተደረጉ ጥልቀት ያላቸው የርቀት ቃለ መጠይቆችን መሠረት ያደረገ እንዲሁም ሁለቱም ተቋማት በኢትዮጵያ ላይ ያላቸውን ዕውቀት እና ግንኙነቶች ግብዓት ያደረገ ነው። ተልዕኮው የርቀት ዘዴን በመጠቀም የተከናወነ ከመሆኑ ጋር ተያይዞ የምልከታችን የስፋት ወሰን ውስን ነው እንዲሁም ሪፖርቶቻችን አጠቃላይ የምርጫ ሂደቱን በተመለከተ ድምዳሜዎችን የሚያስቀምጡ አይይሉም።
