Revisiting the Reintegration of Returnees in Kosovo

Overview.
In 2019, Kosovo became one of the first countries in the world to publicly repatriate both combatants and non-combatants accused of fighting for and/or supporting Islamic State and associated movements in Syria and Iraq. Given the implications of this process on Kosovo’s security and democratic system, IRI commissioned an in-depth research report, titled “Rehabilitation and Reintegration Path of Kosovar Minors and Women Repatriated from Syria,” to examine existing efforts to reintegrate these individuals into Kosovar society and identify potential areas for improvement. Written by renowned security expert Adrian Shtuni, this report discusses potential challenges, and partnership opportunities as well as recommendations aimed at improving the effectiveness and sustainability of reintegration efforts.
