Halina Manno currently serves as the Chief Financial Officer, leading a team of procurement and accounting professionals in managing the program finance functions of the Institute. 

Since her appointment to the position, she has played a vital role in the modernization and streamlining of operational systems, assisting in the creation of a financial operations division that is responsive to needs of the Institute’s program management divisions and compliant with relevant US Government and foreign regulation. As the director of a wide set of financial operations teams, Manno’s management responsibilities include field accounting, program finance, program audit, award management, and procurement and subawards. During her time at IRI, Manno has traveled domestically and internationally to conduct training with IRI staff and external partners on financial management, compliance, ethics, organization management, and accounting.

Prior to serving as the Chief Financial Officer, Manno served as the Director of Finance, as well as roles of Contracts Administrator and Administrative Innovation and Procurement Manager, administering IRI’s subawards and contracts worldwide, assisting in proposal development and indirect rate submissions, coordinating program audits, and liaising with auditors. Her experience prior to her time at IRI includes grant accounting at Freedom House and managing human resources, accounting, information technology, and compliance at other not-for-profits and for-profits in Washington, DC and her native Buffalo, NY. She holds a bachelor’s degree in international economic policy and finance from American University.
