Peter Madigan has served on IRI’s Board of Directors since 1991 and is a past vice chair of the board. An expert in executive branch and congressional relations, Madigan has served three U.S. presidents. Under President Reagan, he served as Deputy Assistant Secretary of the Treasury for Legislative Affairs, as Special Assistant to the Assistant Secretary of Health and Human Services and as the legislative assistant to the director of the Office of Management and Budget. Under George H.W. Bush, he served as the Principal Deputy Assistant Secretary of State for Legislative Affairs. Under George W. Bush, he served as chief of staff to the United States trade ambassador. He has served as staff on national and state-wide campaigns in the US.
Madigan started his career as a House Republican legislative aide. He serves as the Board Chair of the William S. Cohen Institute for Leadership and Public Service and the School of Policy and International Affairs at the University of Maine. Mr. Madigan is also an adjunct professor in Leadership and Public Policy studies at The University of Maine.
